You are going to have to exfoliate (scrub) your skin to keep ingrown hairs from forming. Exfoliating might help to get rid of it.

use a scrub that exfoliates. Don't pick or it could leave scars.

Get a needle or a pin; sterilize it with some alcohol and just dig in there until you pry the hair out. That's the only thing that works for me, gross as it is.
