looks like ingrown hairs. use an exfoliator soap on them and they will go away.

It's the back of your neck, right? I'm pretty sure that they're ingrown hairs. Certainly don't look like pimples to me, I've never heard of people getting them there anyway.

That's definitely some razor burn, not exactly ingrown hairs, but not exactly pimples, either. Swab the area with witch hazel and use hydrocortisone cream on the area and it should clear up in no time. Good Luck!
